The innovative “Special Needs Tracking and Awareness Response System” (STARS) program for medically fragile children with complex preplans was started by Paramedic Patricia Casey in the St. Louis region over a decade ago. In that time, the program has been implemented all over the region and satellite pockets around the country. What started as a paper-based program for a few patients, evolved into a nationally accessible database for over a thousand children with increasingly complex needs.

About the Presenter Chad Metz
Officer of Quality Improvement and Patient Safety | St. Charles County Ambulance District
Chad Metz is a paramedic with 15 years of experience in pre-hospital care. He serves as the Officer of Quality Improvement and Patient Safety at St. Charles County Ambulance District, where he works to enhance patient outcomes. Chad is also a faculty member for the NAEMSP Quality and Safety Course.
