Most states have their Rural Health Transformation Program (RHTP) plans in hand. The harder question is what happens next: which programs get written into state strategy, and how they will be sustained after the funding cycles ends.
Mobile Integrated Healthcare (MIH) and Community Paramedicine (CP) are among the strongest uses of RHTP dollars. When properly established, MIH services strategically connect a wide network of resources that may be sparse or non-existent in rural or frontier areas. CP programs target service delivery with emergency medical service providers educated in expanded roles to perform wellness checks, chronic disease management, and preventative care.
But getting written into a state strategy takes more than a good idea. It takes evidence, alignment, and a clear line to long-term payment. This session covers what’s changed since states submitted their plans, where MIH and CP programs are landing in state priorities, and how the payment reform conversation is shaping which programs survive past the grant.

About the Moderator Victoria Reinhartz, PharmD, CPh
Executive Director | NAMIHP
Dr. Reinhartz is a founding member of the National Association, and after working to grow the organization to membership across 50 states, Dr. Reinhartz now serves as Executive Director.
Victoria is also an appointed Mobile Integrated Health Subject Matter Expert for the Commission on Accreditation of Medical Transport Systems (CAMTS) and an Advisor for Vision 20/20 Community Risk Reduction, a project of the Institution of Fire Engineers-USA Branch.
In addition to her work with NAMIHP, she is the CEO of Mobile Health Consultants and the MIH Academy, and her work has expanded the Board Certified Community Paramedic workforce by over 20% nationwide. Within Mobile Integrated Health, Dr. Reinhartz established the nation’s first-ever Paramedic-Pharmacist in-home care model, an approach which resulted in a $5 million+ cost reduction over three years.
About the Presenter Shawn Baird
Vice President, State Affairs and Strategic Advocacy | American Ambulance Association
Shawn Baird is the Vice President for State Affairs and Strategic Advocacy at the American Ambulance Association. He has extensive EMS experience as a licensed paramedic, owner of a rural 911 and IFT ambulance service, and most recently CEO of a multi state emergency ambulance service in the pacific northwest. He served on the federal National EMS Advisory Council (NEMSAC) as well as the federal Advisory Committee on Ground Ambulance and Patient Billing (GAPBAC).
About the Presenter Joe Ferrell

In his role as Director of National Initiatives, Joe collaborates with national, state, and local partners to design and implement programs that advance data intelligence, analytics, and EMS system performance across the country. He brings more than 30 years of experience in EMS to his role.
Prior to joining ImageTrend, Joe was Director of Clinical Integration for biospatial. He was a Paramedic and an EMS instructor in Iowa and Minnesota and spent 14 years at the Iowa Department of Public Health, Bureau of EMS where he served as the state Regulation Manager and the Interim Bureau Chief. Joe has a BS in Agricultural Education from Iowa State University and an MS in Adult Education from Capella University.
With over 30 years of experience in Emergency Medical Services (EMS), Joe brings a deep understanding of clinical and operational practices to his role, ensuring users of the ImageTrend platform achieve their goals and fully leverage its capabilities.
